Who can join MPAN?
– MPA graduates
– Candidates of MPA and EMPA Programmes
To join MPAN,
– 5,000 kyats for mpan member Card.
– 12,000 kyats for annual fees (1,000 kyats per Month).
– Student Registration Card .
– A copy of Temporary Degree Certificate or A copy of Degree Certificate if you’re a graduate.
If you’re a member of MPAN, you’ll be entitled to
– receive newsletters distributed by mpan monthly not to lose sight of mpan’s activities.
– participate the seminars and workshops etc., organized by mpan without any registration fees.
– have certain discount on production of the mpan membership card at the restaurants, hotels, etc., listed on the paper attached with the card.
U Sein Win, CEC Member
I’ve received B.A. (History) and M.A. (Archaeology) from Yangon University, and also received MPA from Yangon Institute of Economics. I received Diploma in French Language at Alliance Francaise. I am now Managing Director of Marvellous Travels & Tours. I’ve worked as a translator at USIS in 1990.
Daw Myat Lay Tun, CEC Member
Daw Myat Lay Tun got B.Sc. (Chemistry) from Yangon University in 1991 and MPA from Yangon Institute of Economics in 2001. Then she got Diploma in Russian from University of Foreign Languages. She worked as a tutor at Monywa University, Economics Department. Now she is working as Managing Director at Great Profile Marketing & Engineering Co., Ltd.
U Sai Hsai Won, CEC Member
U Sai Hsai Won received Bachelor of Science in Maths, Diploma in Technology (Building) and Master of Public Administration. Now he is serving as Mechanical & Electrical Engineer.
Dr. Than Soe, CEC Member
Dr. Than Soe is a medical professional with experience in building capacity, research, programme management and parliament. He has worked for 13 years in United Nations Organizations in Myanmar.
U Myint U, CEC Member
U Myint U received his B.Sc. (Physics) degree in 1970, R.L. (Registered Lawyer) in 1978, D.E.P(Diploma in Economics Planning) in 1980 and MPA in 2004 from YIE. He joined Burma Civil Service in 1974 and served as Township Administration Officer, Deputy Commissioner and also served as Deputy Director, Director (Head of Division) at the General Administration Department, Head Office and retired in 2008.
U Kyaw Than Oo, CEC Member
U Kyaw Than Oo received his B.Sc. Marine Biology. (Q) From Mawlamyine University in 1987, he also got Diploma in Japanese and Diploma in International Business from Osaka Business College. In 2004, he received Master of Public Administration from Yangon Institute of Economics. Additionally he received Post Graduate Diploma in Law from YUDE on 2015; he entered Marubeni Corporation, Yangon Branch and he has been working in several business sectors since 1994. The Latest position is General Manager for Business Development and General Manager of Energy and Mineral Resources Department.
U Tint Wai, CEC Member
U Tint wai born in 1955 northem shanstate. Since 1981, first degree holder in Yangon Institute of Economics Bachelor of Economics (Statestus) and Master of Public Administration holder in 2005. And then Diploma in Research studies (Dip Rs) holder in 2015 and Diploma in Management Auounling (DMAC) in 2001. Survey Team Leader for Social Economics survey and 2013 August. Project Supervisor from partnership with BUSODEV private service company and Yangon Institute of Economics and 2012 December JICA and YCDC Cooperation.
U Yu Lwin Aung, CEC Member
U Yu Lwin Aung joined Military in 1976 as 2nd Lt. and retired as Colonel in 2003. He served as Director General in Ministry of Labour from 2003 to 2008 and Chairman of Social Security Board, Ministry of Labour, Employment and Social Security up to end of 2014. Now he is serving as Commissioner, Myanmar National Human Rights Commission. He received MPA from Yangon Institute of Economics and Master degree in Defence Studies.

Daw Khin Khin Htay, CEC Member
Daw Khin Khin Htay graduated from University of Yangon with a bachelor degree of Geography in March, 1997. She earned a degree of MPA (Master of Public Administration) in 2009. She has been in the hotel industry since 1993 and with over 20-year-experience, she is currently working at MiCasa Hotel Apartments (managed by Accor Hotels) as the Communications Manager. She is also a group trainer as she has been fully certified to conduct training to all employees. She completed a hotel’s cross training programme in Indonesia, Bali in 1997. She also holds Dip. in HRD (Diploma in Human Resources Development) by Singapore Hotels Association (SHATEC).
Dr. Sid Naing, CEC Member
Dr Sid Naing is the Country Director for Myanmar country programme of Marie Stopes International (MSI), a UK-based global non-profit organization working on sexual and reproductive health. He has studied medicine at the Institute of Medicine – 1 in Yangon; public health at the Columbia University in New York; business management at the Economics Institute in Boulder, Colorado; and public administration at the Yangon Economics Institute. He has served in different technical and management responsibilities ranging from clinical officer, to project manager, to programme adviser for a government ministry, international NGOs, and the UN before his current role.
In his current tenure he has overall responsibility for strategic direction, coordination and management, quality assurance and sustainability of services, resource mobilisation, policy advocacy, capacity building of local civil society organizations and networks, and mobilising support of stakeholders for MSI in Myanmar. He has been an advocate for health related needs and rights, and for the role of local civil society in health sector.
Dr Sid Naing is serving also in multiple honorary positions: he has been elected by the international NGO constituency in Myanmar to represent it on the national level Myanmar Health Sector Coordination Committee; he also sits on other technical bodies on health, and advisory committees of local non-profit organizations and networks in Myanmar; he is an elected executive member of the Preventive and Social Medicine Society of Myanmar Medical Association; he is also the Chair of the Board of Open Society Foundation in Myanmar.
Daw Khin Aye Aye Maw, CEC Member
Daw Khin Aye Aye Maw holds the B.Com (Honours) and M.P.A degrees from Yangon University of Economics. She worked as Assistant Director at Internal Revenue Department from 1992 to 2013. And then, she also worked as Assistant Director at Central Bank of Myanmar from 2013 to 2015. Now she is working as Deputy Director at Securities and Exchange Commission of Myanmar (SECM).

U Win Thaw, CEC Member
U Win Thaw was born in 1962 and graduated with Bachelor of Physics in 1982 after he studied in Mandalay University. After he graduated, he joined the military and served there until he was promoted as a Lieutenant Colonel. In 2007, he retired from the military and transferred to the Civil Servant Sector. Firstly, he was assigned as a Deputy Director in the Ministry of Finance and Revenue. Later, he was transferred to the Central Bank of Myanmar with the same position and assigned in the Information and Security Department. During his stay in that department, he studied a Master’s degree for Public Administration and in 2010, he graduated Master of Public Administration from Yangon University of Economics. In 2012, he was promoted to Deputy Director General in Information and Security Department and also took as an incharge of the responsibility of the Central Bank of Myanmar, Yangon Branch. In 2013, he was transferred to Financial Institutions Supervision Department and again assigned to Foreign Exchange Management Department and in 2016, he was promoted as a Director General.

U Nyi Nyi Aung holds Executive Master of Public Administration (E-MPA) and Executive Master of Business Administration degrees from Yangon University of Economics. He attained a bachelor of engineering degree majoring in textile from Yangon Technological University. Having worked in various multinational organizations for several years, Mr. Nyi Nyi Aung has extensive experience in the field of strategic communications, external relations, capacity development and training, learning management, and humanitarian and development.

Daw Soe Soe Kyi received B.Sc. (Chemistry) degree from Yangon University. She also attained MPA (Master of Public Administration) from Yangon University of Economics and DBL (Diploma in Business Law) from Yangon University as well. She Participated in a Special Training Course on Dip. in Human Resource Management at RV Management Institute. She also trained in HR Management Course. Daw Lin Lin Ko was born at 9th February, 1972 in Mandalay. Passed matriculation from No.5 BEHS, Botataung,Ygn. First degree is B.Sc (Physics). Joined army since 1996 and became nursing officer. Worked at cardiac intensive care unit, No.(1) DSGH, Mingaladon. As an academic profile, achieved MNSc in 2013 and Dip in Social Work in 2008. Then attend to EMPA 7th batch in 2008-2010. Serving at DSLH, Mingaladon as Deputy Superintendent currently and now attending PhD nursing at MINP, Mingaladon. Volunteering in the activities of Shwe Yaung Hnin Si Cancer Foundation as a member and giving health care services with other volunteer health care groups.

U Thiha Naing attained B.Sc. (Physics) in 1991. And he achieved Master of Public Administration and Diploma in Business Law in 2013. He is working as Administrative Associate at United Nations Development Programme, Myanmar. He is one of the Permanent Members of Myanmar Red Cross Society.

Daw Aye Yu Lin got B.E. (Electronics) and MPA degree. She has more than 30 years of experience in Telecom industry i.e. the professional level experience in communications, public relations, external relations, strategic management and project management in local and international telecoms organizations.
During those years, she served Myanma Posts and Telecoms as Assistant Engineer, and then to Head of Test and Development Center. Daw May Khine Win received her B.Com. (Q) degree from Yangon University of Economics in 1986. She got CPA Certificate from Myanmar Accountancy Council in 1989. Daw Nang Calyar Win is the current Chairperson and Chief Executive Officer of Asian Fame Media Group, which publishes Popular Journal and Popular News Journal. Her media company has been in business for more than 19 years, with Popular Journal being its flagship publication about celebrities and entertainment. Asian Fame Media Group also oversees Ngwe Gant Gaw Printing House and Ngwe Tawdar Publishing. U Zaw Min received a Bachelor of Science in Zoology from Yangon University in 1979 and a Master of Public Administration from Yangon Institute of Economics in 2004. He is a leader of the Yangon University Zoology Major Alumni Association. Currently, he is the chairman of Mingalar Co. Ltd. (1990-1991 to present) and fulfills the role of Vice President of Myanmar Motion Picture Association. He is a Patron of the Myanmar Karatedo Federation as well as the chairman of Yoga Association Myanmar. He was awarded with the Myanmar Motion Picture Academy Awards for Best Picture (2017) for the film called “Nay Chi Hmar Shwe Yi Laung”: a film about promoting and inspiring male teachers to teach all across Myanmar. Daw Thway Thway Maung obtained B.Sc. (Hons) degree majoring in Physics from Yangon University in November 1995 and M.Sc. (Physics) degree in 1999. She also completed two-year post graduate studies from the University of Computer Studies, Hlaing Campus, Yangon and received D.C.Sc. in 2002. In 2004, she started to study on executive MPA program at Yangon Institute of Economics and received MPA degree in 2008. Moreover, she received an MBA from the Center of Strategic and International Studies (CSIS), Aldersgate College (The Philippines) in June 2016. She volunteered as part-time Demonstrator at the Physics Department, Yangon University in 1996; the Defence Services Medical Academy from 1997 to 2000.
