U Myint U received his B.Sc. (Physics) degree in 1970, R.L. (Registered Lawyer) in 1978, D.E.P(Diploma in Economics Planning) in 1980 and MPA in 2004 from YIE. He joined Burma Civil Service in 1974 and served as Township Administration Officer, Deputy Commissioner and also served as Deputy Director, Director (Head of Division) at the General Administration Department, Head Office and retired in 2008.

U Yu Lwin Aung joined Military in 1976 as 2nd Lt. and retired as Colonel in 2003. He served as Director General in Ministry of Labour from 2003 to 2008 and Chairman of Social Security Board, Ministry of Labour, Employment and Social Security up to end of 2014. Now he is serving as Commissioner, Myanmar National Human Rights Commission. He received MPA from Yangon Institute of Economics and Master degree in Defence Studies.

Daw Khin Aye Mu is the holder of B.Sc. degree, majoring in Chemistry. She also obtained HGP and RL, Diplomas from Law department and MPA degree from Yangon University of Economics. She is currently working as an Advocate in Business field.

Daw Khin Khin Htay graduated from University of Yangon with a bachelor degree of Geography in March, 1997. She earned a degree of MPA (Master of Public Administration) in 2009. She has been in the hotel industry since 1993 and with over 20-year-experience, she is currently working at MiCasa Hotel Apartments (managed by Accor Hotels) as the Communications Manager. She is also a group trainer as she has been fully certified to conduct training to all employees. She completed a hotel’s cross training programme in Indonesia, Bali in 1997. She also holds Dip. in HRD (Diploma in Human Resources Development) by Singapore Hotels Association (SHATEC).

Dr Sid Naing is the Country Director for Myanmar country programme of Marie Stopes International (MSI), a UK-based global non-profit organization working on sexual and reproductive health. He has studied medicine at the Institute of Medicine – 1 in Yangon; public health at the Columbia University in New York; business management at the Economics Institute in Boulder, Colorado; and public administration at the Yangon Economics Institute. He has served in different technical and management responsibilities ranging from clinical officer, to project manager, to programme adviser for a government ministry, international NGOs, and the UN before his current role.
In his current tenure he has overall responsibility for strategic direction, coordination and management, quality assurance and sustainability of services, resource mobilisation, policy advocacy, capacity building of local civil society organizations and networks, and mobilising support of stakeholders for MSI in Myanmar. He has been an advocate for health related needs and rights, and for the role of local civil society in health sector.
Dr Sid Naing is serving also in multiple honorary positions: he has been elected by the international NGO constituency in Myanmar to represent it on the national level Myanmar Health Sector Coordination Committee; he also sits on other technical bodies on health, and advisory committees of local non-profit organizations and networks in Myanmar; he is an elected executive member of the Preventive and Social Medicine Society of Myanmar Medical Association; he is also the Chair of the Board of Open Society Foundation in Myanmar.

Daw Khin Aye Aye Maw holds the B.Com (Honours) and M.P.A degrees from Yangon University of Economics. She worked as Assistant Director at Internal Revenue Department from 1992 to 2013. And then, she also worked as Assistant Director at Central Bank of Myanmar from 2013 to 2015. Now she is working as Deputy Director at Securities and Exchange Commission of Myanmar (SECM).

Daw Mu Mu Aye achieved B.Sc. (Industrial Chemistry), B.E (Chemical), Diploma in Biotechnology, M.S (Biotechnology), Diploma in Global English and Master of Public Administration. She is working as Lecturer and Deputy Head of Chemical Engineering Department at West Yangon Technological University.

U Win Thaw was born in 1962 and graduated with Bachelor of Physics in 1982 after he studied in Mandalay University. After he graduated, he joined the military and served there until he was promoted as a Lieutenant Colonel. In 2007, he retired from the military and transferred to the Civil Servant Sector. Firstly, he was assigned as a Deputy Director in the Ministry of Finance and Revenue. Later, he was transferred to the Central Bank of Myanmar with the same position and assigned in the Information and Security Department. During his stay in that department, he studied a Master’s degree for Public Administration and in 2010, he graduated Master of Public Administration from Yangon University of Economics. In 2012, he was promoted to Deputy Director General in Information and Security Department and also took as an incharge of the responsibility of the Central Bank of Myanmar, Yangon Branch. In 2013, he was transferred to Financial Institutions Supervision Department and again assigned to Foreign Exchange Management Department and in 2016, he was promoted as a Director General.

U Nyi Nyi Aung holds Executive Master of Public Administration (E-MPA) and Executive Master of Business Administration degrees from Yangon University of Economics. He attained a bachelor of engineering degree majoring in textile from Yangon Technological University. Having worked in various multinational organizations for several years, Mr. Nyi Nyi Aung has extensive experience in the field of strategic communications, external relations, capacity development and training, learning management, and humanitarian and development.

She Participated in a Special Training Course on Dip. in Human Resource Management at RV Management Institute. She also trained in HR Management Course. Her fields of expertise are Human Resource Management and Training and Development.

Daw Lin Lin Ko was born at 9th February, 1972 in Mandalay. Passed matriculation from No.5 BEHS, Botataung,Ygn. First degree is B.Sc (Physics). Joined army since 1996 and became nursing officer. Worked at cardiac intensive care unit, No.(1) DSGH, Mingaladon. As an academic profile, achieved MNSc in 2013 and Dip in Social Work in 2008. Then attend to EMPA 7th batch in 2008-2010. Serving at DSLH, Mingaladon as Deputy Superintendent currently and now attending PhD nursing at MINP, Mingaladon. Volunteering in the activities of Shwe Yaung Hnin Si Cancer Foundation as a member and giving health care services with other volunteer health care groups.
U Thiha Naing, CEC Member
U Thiha Naing attained B.Sc. (Physics) in 1991. And he achieved Master of Public Administration and Diploma in Business Law in 2013. He is working as Administrative Associate at United Nations Development Programme, Myanmar. He is one of the Permanent Members of Myanmar Red Cross Society.
Daw Aye Yu Lin, CEC Member
Daw Aye Yu Lin got B.E. (Electronics) and MPA degree. She has more than 30 years of experience in Telecom industry i.e. the professional level experience in communications, public relations, external relations, strategic management and project management in local and international telecoms organizations.
During those years, she served Myanma Posts and Telecoms as Assistant Engineer, and then to Head of Test and Development Center. She also worked with Siemens as Key Account Manager, joined IPTel Sdn Bhd as Regional Key Account Manager. Then she set up local MaxiNet Co. Ltd. as a sister company of IPTel Sdn Bhd. Now she is a Director of MaxiNet Co., Ltd., Board of Directors of Yatanarpon Teleport Plc. Co., CEC of mpan and member of Myanmar Economics Association.
U Yin Win Hlaing, CEC Member
U Yin Win Hlaing attained B.Sc. (Hons) Marine Science from the Mawlamyine University in 1993. He received MPA from the Yangon Institute of Economics in 2012. He is a CEC member of MSHRM. He is working as a HR professional at Htoo Group of Companies.
Ko Paul @ Pyaw Pyaw, CEC Member
U Paul @ U Pyaw Pyaw obtained B.Sc.(Phyiscs) degree in 1980, attained Diploma in Japanese Language from Tokyo Foreign Language School in 1988, followed by Master of Public Administration degree in 2013. He is a Director for both San La Min Co.LTD and Tay Za Aung Co.LTD.

U Re Zaw obtained his MPA degree in 2014 from Yangon University of Economics and also MBA degree from Aldersgate College (CSIS) in 2016.
He also received his Dip in Human Resources Development from SHATECH, Singapore in 2000. He is a Director at Kyin Htoo Company.
His main interest are of Human Resources Management and Operation Management.

Daw Aye Aye Than graduated from Yangon University of Economics with B.Econ.(Stats.) (Hons:). She also attained a Group Diploma in Accounting (UK), Diploma in Business Studies (UK), ACCA Certificate Stage (UK), Completion Certificate of Dip. in International Financial Reporting (UK), Completion of Executive Master of Public Administration (YUE), Diploma in French Language, etc., She has 25 years of experience in Finance and Supply Chain related professions and contributed her expertise in 11 major projects. She worked for 19 years in Oil & Gas Sector. Currently, she is working in Private Sector as a General Administration Manager (Operation). As a social worker, she volunteers for the Community from time to time and upon necessary. She is active participant of STA (Save The Aged) Society for Support and Welfare of Old People, Avaaz Organization (The World in Action), Walk Free Organization, etc.
Daw May Khaing Win, CEC Member
Daw May Khine Win received her B.Com. (Q) degree from Yangon University of Economics in 1986. She got CPA Certificate from Myanmar Accountancy Council in 1989. She received Diploma in French from University at Foreign Languages in 1996. She received MPA degree from Yangon University of Economics in 2016.
She entered to Ministry of Agriculture and Irrigation as an assistant manager in 1991. In 2013, she was transferred from MOAI to Central Bank of Myanmar. Now she is working for Internal Audit Department of Central Bank of Myanmar as a Director.
U Zaw Aung @ Ko Nay, CEC Member
U Zaw Aung is living in Yangon, Myanmar. His current business is mining which is known as Living Water Mining Company. It was started in 2009. He is Managing Director of the company. He is presently studying Master of Public Administration at Yangon University of Economics in Yangon. He attained the following academic degrees: LL.B (Law) from Yangon East University in 2005; Post Graduate Diploma in Political Management from CSIS Myanmar in 2014; Master of Arts (MA) from Theological School of Asia Mission Network, South Korea in 2015.

Daw Hnin Yu Khaing graduated from YUFL majoring in English in 2003. The second degree is Master of Public Administration completed in 2014. She has been working at a few private companies for nearly 15 years. She is also freelance teacher outside working hours. She is interested in public affairs and social affairs so that participates whenever possible.
Daw Nang Calyar Win, CEC Member
Daw Nang Calyar Win is the current Chairperson and Chief Executive Officer of Asian Fame Media Group, which publishes Popular Journal and Popular News Journal. Her media company has been in business for more than 19 years, with Popular Journal being its flagship publication about celebrities and entertainment. Asian Fame Media Group also oversees Ngwe Gant Gaw Printing House and Ngwe Tawdar Publishing. In 1997, she received her Bachelors of Science majoring in Physics with honors from the University of Yangon, and later obtained a Masters of Public Administration (MPA) in 2008 from Yangon Institute of Economics. She currently lives in Yangon.

U Tun Tun, President

U Tun Tun is the Managing Director of UNITY Shipping & Service Agencies Ltd. He received his Master of Public Administration degree and Diploma in Banking from Yangon Institute of Economics. He also obtained the degree of LL.B and DBL, DML, DIL, D.A.Psy, Dip in. Social Works, Diploma in English form Yangon University. He obtained the Post Graduate Diploma in Shipping Management from Myanmar Maritime University. He could try to receive the Certificate on Strategic Human Resources Development Course from the Association for Overseas Technical Scholarship (AOTS), Japan and the Certificate on SMEs Competitive Business Strategy Course from the Overseas Human Resources and Industry Development Association (HIDA), Japan.He is one of EC members of the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI). He is also assigned as the Secretary General of Myanmar Seafarer Employment Services Federation (MSESF) and as an CEC Member of Myanmar Garment Manufacturers Association (MGMA). He is one of the founding members of MPAN.

U Zaw Min, Vice President (1)

U Zaw Min received a Bachelor of Science in Zoology from Yangon University in 1979 and a Master of Public Administration from Yangon Institute of Economics in 2004. He is a leader of the Yangon University Zoology Major Alumni Association. Currently, he is the chairman of Mingalar Co. Ltd. (1990-1991 to present) and fulfills the role of Vice President of Myanmar Motion Picture Association. He is a Patron of the Myanmar Karatedo Federation as well as the chairman of Yoga Association Myanmar. He was awarded with the Myanmar Motion Picture Academy Awards for Best Picture (2017) for the film called “Nay Chi Hmar Shwe Yi Laung”: a film about promoting and inspiring male teachers to teach all across Myanmar. He is heavily involved in CSR activities in health, sports, education, and public affairs.

U Myo Aye is responsible for Research & Development which acts as a forum for monitoring, discussion, consultation and training on the aspects of Public Administration and Policy. He is one of the founding members of MPAN. His current focus is on public service information, agriculture policy and ICT on development issues. He received B.Engg and M.Engg (Mechanical) from Yangon Institute of Technology and Yangon Technological University respectively. He also received Master of Public Administration and Master of Business Administration from the Yangon Economics University and Master in Business Law from Yangon University, Myanmar. He is an alumnus of Kankeiran Asean Management, Japan and also an alumnus of Association for Overseas Technical Scholarship (AOTS), Japan. He works as a Managing Director of Sedai Co., Ltd. (Tajima Myanmar), Greensys Engineering Myanmar Co., Ltd. and Coffee Generations Co.. Ltd (Cafe Burma). He is acting as Chairman of Myanmar Coffee Association and President of RIT-YIT-YTU Alumni Association.

U Phyo Hla Wai, he is a Chief Executive Officer of Myat Min Company Limited. Furthermore, He has MPA at Yangon University of Economics, Fellowship Program and Banking & Finance at Frankfurt Business School, Advocate , EDS , DPS and PhD . He is Joint Secretary of Myanmar Livestock Federation and Vice President of Myanmar Livestock Federation (Bago Division). And also Board of Director of Myanmar Agriculture and Livestock Public Company Limited. He is as a Vice- President of Myanmar Chinese Chamber of Commerce, which has been founded last (111) years ago. He has got more than 25 years experiences in Agriculture and Livestock sectors and also a member of Agriculture and Livestock Committee at UMFCCI. Myat Min Company Limited has also branchedinto Real Estate, Rubber plantation Farm, Fruit & Vegetable plantation, Organic Fertilizer Factory, High Yield Paddy Farm, Mining, Hotel and Tourism. It founded the very first International Changes Five Star Hotels named “Sofitel Inle Lake Myat Min Resort” and “Novotel Inle Lake Myat Min Resort” in Inle Lake. He has been a Shares Holder at FPB until now.

Dr. Than Soe, Secretary General

Dr. Than Soe holds double masters of Public Administration and Development Studies from the Yangon University of Economic, Myanmar and he graduated from the University of Medicine (1), Myanmar. He has over 13 years of working experience in programme and project management, advocacy, communication for development, evaluation, reproductive health programme and working with government and non-government stakeholders. He helps Myanmar General Practitioners’ Society of the Myanmar Medical Association to strengthen the international collaboration, strategic engagement, research, and organizational development.

U Min Thiha is the Director of T. MASK Construction Co., Ltd. U Min Thiha has graduated MPA (Master of Public Administration) in 2004 from Yangon Institute of Economics and graduated B.A (History) in 1998 from Yangon University and also obtained B.Sc (Engineering) and DIL (Diploma in International Law) and DAPsy (Diploma in Applied Psychology) from Yangon University. He attend B.D.S (Basic Diplomatic Skills) from Ministry of Foreign Affairs. Daw Thway Thway Maung, Secretary (2)

Daw Thway Thway Maung obtained B.Sc. (Hons) degree majoring in Physics from Yangon University in November 1995 and M.Sc. (Physics) degree in 1999. She also completed two-year post graduate studies from the University of Computer Studies, Hlaing Campus, Yangon and received D.C.Sc. in 2002. In 2004, she started to study on executive MPA program at Yangon Institute of Economics and received MPA degree in 2008. Moreover, she received an MBA from the Center of Strategic and International Studies (CSIS), Aldersgate College (The Philippines) in June 2016. She volunteered as part-time Demonstrator at the Physics Department, Yangon University in 1996; the Defence Services Medical Academy from 1997 to 2000. She worked as Sales Manager and Purchasing Manager at Quarto Products from 1997 to 2008, also worked as Office Manager at Thaicom Public Company Limited from 2008 to 2016. Now currently work as Head of Partnership and Communication at Center for Vocational Training. She has been pioneered of MPAN since its foundation and is still serving with MPAN in the capacity as the secretary of the Social Committee.

Daw Khin Mar Ngwe, Secretary (3)
Daw Khin Mar Nwe received Bachelor of Commerce in 1977 and Master of Public Administration in 2004 from Yangon Institute of Economics. She also received Diploma in Business Law in 2003, Diploma in International Law in 2004, and Diploma in English in 2006 from University of Yangon. She worked as a tutor in Regional College (3) and Regional College (2) and as a registrar (2) in University of Yangon and registrar (1) in Dagon University and Yangon University of Economics respectively. Currently, she has been performing the duties as an advisor in Yangon University of Economics. She is CEC of MIEGA and MPAN Associations, as well.

Daw Khin Aye Mu won degrees such as B.Sc, H.G.P, RL, D.B.L, D.M.L, D.I.L, D.I.R, D.A.Psy and MPA. She won B.Sc from Pathein University, Ayeyarwaddy Division, D.B.L, D.M.L, D.I.L from Yangon University, Department of Law, D.I.R from Yangon University International Relationship Department, D.A.Psy from Yangon University Department of Psychology and MPA from University of Economics, Yangon respectively. At present, she has been serving as an Advocate opening shwehinntharlawfirm@gmail.com for civil cases and criminal cases in every court in Myanmar and also serving as Secretary at Economic Committee in the Business Affairs of Public Management Association, as information officer in Freedom Bar Association Myanmar (Yangon Division), as a legal consultant in Myanmar Estate Services Association, as a legal consultant in Licensed Contractors’ Association and also taking part in the Legal Affairs Committee and International Committee of Myanmar-India-China International Friendship Association.

YANGON UNIVERSITY OF ECONOMICS

yue Yangon University of Economics began as the Department of Economics under the University of Yangon in 1924. In 1940, the Department of Economics began teaching Commerce as a special subject. Special courses in Statistics were given by the Department of Economics in 1953. Then in 1955, as separate Department of Commerce was established and in 1956 a separate Department of Statistics was established.

In 1964, The Institute was founded as an independent tertiary institution composing of three academic departments; Department of Economics, Department of Commerce and Department of Statistics. In 1966, a separate Research Department was created. (more…)
